As it turns out, it's a bit tricksey, but yep, I can indeed style individual elements.
The litte "hamburger" menu at the upper left of an element: "select only this", and away ya go! Oh... and I don't seem to have to apply a special class within WP to make it work.
Haven't fully tested this, but thought I'd post here to let the devs know it appears they can pass on this support request ;)
So, working in Gutenberg WP5.1.1. Create a column. In that column create a text block (paragraph). Assign a class to that paragraph (.block1).
